Description:
Texas Health and Human Services Commission (HHSC) is seeking a dedicated Investigator II to support disaster assistance operations in Austin, Texas. This position plays a key role in ensuring the integrity of public assistance programs by conducting complex investigations related to fraud, theft, and misuse of disaster relief funds.

This is a temporary full-time opportunity within the Other Needs Assistance (ONA) program under the federal Individuals and Households Program (IHP). The role may extend up to one year or longer depending on operational needs. After completing an initial training period, the position may offer telework flexibility based on agency policies.

The Investigator II will manage investigative cases, supervise staff, and contribute to policy development while ensuring compliance with federal and state regulations. The role requires strong analytical thinking, attention to detail, and the ability to coordinate with multiple stakeholders.

Key Responsibilities:

  • Conduct detailed investigations into alleged fraud, theft, forgery, and misuse of assistance funds
  • Collect, document, and evaluate evidence to support case findings
  • Supervise and guide investigative staff, ensuring adherence to procedures and performance standards
  • Develop and maintain policies, procedures, and internal controls aligned with regulatory requirements
  • Track and coordinate investigative activities to meet deadlines and operational goals
  • Act as a liaison between internal departments and external agencies on complex cases
  • Prepare reports, documentation, and case summaries for hearings and official use
  • Communicate effectively with stakeholders to resolve issues, answer inquiries, and provide updates
  • Provide training, guidance, and support to team members
  • Utilize systems such as the National Emergency Management Information System (NEMIS) to manage case records
  • Perform additional duties as assigned while maintaining consistent attendance

Knowledge, Skills & Abilities:

  • Understanding of federal and state disaster assistance programs, policies, and regulations
  • Familiarity with investigative methods, legal procedures, and rules of evidence
  • Knowledge of laws related to fraud, theft, and forgery
  • Strong interviewing and fact-finding skills
  • Proficiency in Microsoft Office tools including Word, Excel, and Outlook
  • Ability to analyze data, prepare reports, and resolve complex issues
  • Effective verbal and written communication skills
  • Strong organizational and time management abilities
  • Capability to work collaboratively with internal teams and external partners

Additional Requirements:

  • Experience with Windows-based systems is preferred
  • Background in investigative analysis, research reporting, or disaster assistance is beneficial
  • Prior supervisory or training experience is an advantage
  • Must pass FEMA background clearance and meet U.S. citizenship requirements for system access
  • Ability to work extended hours, including weekends and holidays, during high-demand periods
  • Willingness to sign a Temporary Employment Agreement upon hire
